Why do Children Fail to Learn?

  1. They do not want to do it.
  2. They have not had enough practice doing it.
  3. They have not had enough help learning it.
  4. They have not seen it done that way before.
  5. It is too difficult.

Responsiveness to Instruction (RtI)

Responsiveness to Instruction(RtI) is a systematic decision-making process that:

  1. Allows for early and effective responses to children’s learning and behavioral difficulties,
  2. Provides children with a level of instructional intensity matched to their level of need; and
  3. Evaluates the effectiveness of instructional approaches using a data-based method .

Responsiveness to Instruction in North Carolina follows a 3 Tier Model.

The first Tier, the base of the pyramid, refers to differentiation which is integrated within the general classroom instruction.  Dare County Schools has authorized the use of the district Personal Education Plan (PEP) for use as Tier I documentation to avoid duplication of paperwork.

RTI for ELLs
